I think i found a solution to this dilemma.
All we need to do is to have the ISP charge corporations for the traffic their services generate. then just charge the end user for their use.
After you done that, you then take the profit made from this and invest it in infrastructure so you can charge for even more traffic. Repeat as needed.
I know my solution is somewhat novell, but I think it just might have a shot of working.
If this is all about making sure the VPN services function as marketed I applaud the effort to provide some regulation to keep the trust in a service many need for completely legal reasons.
I only care about their failure to arrange a reasonable standard and methods to deal with cookie pop-ups.
They could have worked to develop a standard to set up your preferences once in the browser of your choice and not a unskippable pop-up every time you visit a site with expired cookies, but no.
They rather bother me every day with something completely unnecessary in these times, we got the technology to make a reasonable choice that do not cause disruption to your experience.
Just lazy work, really.

That would be either insanity(im not ruling that out), or an attempt to push the crime on someone else on purpose, to avoid investigation focusing back on more likely suspects.
Its strange how all these divinations only work when not being tested in a proper way, giving no previous knowledge or access to gullible marks for them to fill in the blanks.
