Say if the United States does agree to implement the Cybercrime Treaty, there’s also having 2/3 of the senate agree to ratify the treaty, and then have the senate also enact legislation accordingly.

Not just migrants, not just immigrants, but citizens, people who not just lived here for a lifetime, but born here, as well. ICE has shown to not only be incapable of distinguishing between immigrant and citizen, but makes no effort to do so.
