Having read news reports about such pretextual traffic stop in various local jurisdiction in Florida it appears the officers in Alachua, Levy, Gilchrist, Dixie counties are currently conduction traffic stops just as described. The K-9 unit quickly arrives and does a sniff while the officer is interacting the automobile occupant(s), or the officer who initiated the stop IS the K-9 unit.
when and if I do ever call 911 for an emergency situation I would be very pissed were the dispatchers to send 2 social workers or forward my call to a grief counselor.
If this is such a serious need then establish a separate 3-digit number and leave 911 for emergencies.

So if you are an author then you really should consider donating a few of your books to a library. It is a great way to advertise your product!

And the best part; The 1937 pickup truck only has one taillight, it came from the factory that way, confuses the hell out of rookie policemen who think its an equipment violation... until they learn better.

Just consider the Chi-Coms asking Facebook/Twitter/Youtube/etc that any videos on such an event be suppressed .... because 'terrorism'. The Chi-Coms' definition of terrorism, to be sure. Oddly enough I just installed Photoshop CS2 (9.00) on my
Win 10 Pro x64 1803 system just to see if it could be done. It installed with not problems, works great. and afterwards applied the updates to 9.02.. no problems.
I had physical media from which to do the install, and also a local copy of the update in hand.
Don't know what problems you experienced at your end but it can be done..
You have just been clouded. I see as the most significant problem here is the video is being stored on a Axion owned/controlled cloud when the videos should be ONLY in physical custody of the local police agency.
